MISSIONS
Based on a partnership framework, the ELSA platform realizes joint missions
in African countries, in order to reinforce and to create relationships
with new partners.
Within this context, the ELSA platform sets its plan of action on three
stages at short and medium-term:
- To set up the actions of the ELSA platform: organization of internships
for African militants (South-North and South-South internships) and logistic
consignments.
- To make easier individual actions of ELSA’s member organizations:
partnership, funding granted by Sidaction and Solidarité Sida,
technical support, actions follow-up.
- To promote expertise exchanges, South-South and South-North links and
partnerships.
The general purpose of the supporting missions is to reinforce the community
care of PLWA. To this end, several secondary objectives must be taken
into account:
- The quantitative and qualitative development of the associative partnerships
between French and African associations (technical and/or financial co-operation);
- An overview of the status of the fight against AIDS in the countries
and the reinforcement of pleading actions for a widened access to the
ARVs;
- The sensitizing of the partners to the development of potential action
and growth of community associations.
These missions qualified of "exploratory" were sometimes supplemented
by "follow-up" missions.
MISSIONS TO KENYA (2002 AND 2004)
An exploratory mission in
The
follow-up mission in March, 2004 revealed only little evolution in the
means and resources but a positive evolution of the awakening and
associative activism as regards access to ARVs, in particular within
two associations, WOFAK and NEPHAK. Two new community partners were
identified: KWOSP and PWAG.

MISSIONS TO BENIN (2002 AND 2004)
The exploratory mission of November, 2002 in
The
follow-up mission in February, 2004 gave a progress report on the
project of decentralizing the access to ARVs. It acknowledged the
driving role of the association RACINES in the optimization of patients
care, but also stressed the fact that those community-based
associations faced problems in structuring and in scaling up their
actions.
