ELSA (Ensemble Luttons contre le Sida en Afrique - Together, let’s fight AIDS in Africa) was founded in 2002
as a joint initiative from five French NGOs active in fighting the AIDS epidemic. This partnership aims at developing and co-ordinating
the support they provide to their African partners (community-based organizations providing prevention means, care and support to people living
with HIV/AIDS).
ELSA is composed of the organizations
AIDES, the French Movement for Family Planning, Sidaction, Sida Info Service and Solidarité Sida.
Almost 80 organizations in 20 African countries are part of the partners network.
ELSA is co-ordinated by a staff of 2, and directed by the Executive Committee composed of one representative of each member association.
Activities are organized through successive 3-year projects : ELSA 1 (2002-2005); ELSA 2 (2005-2008) ; ELSA 3 (2009-2011).

OBJECTIVES I ACTIVITIES I OUTCOMES
THE OBJECTIVES OF ELSA 3 PROJECT (2009-2001)
The new project 2009-2011 still aims at strenghthening the community response in the fight against AIDS in Africa.
This general objective follows specific objectives :
- Allowing exchanges between North and South NGOs and relay information from South NGOs on specific issues or countries;
- Building skills, exchanging practices and improving know-hows of the partners;
- Improving the visibility of partner associations;
- Strenghthening the response capacity of partner associations ;
Working as an associative platform offers several advantages :
For African partner associations :
To act for a significant development of general and community-based care for people living with HIV/AIDS.
To widen co-operation opportunities with partners from the North, each able to lend its specific skills and expertise.
To foster exchanges of knowledge and know-how along South-South and North-South lines.
To propose a structured and complementary offering of experience and knowledge.
To increase recognition by governments and the international donors of the role and purpose of associations with respect to national programs for access to treatment.
For French associations :
To formalize, organize and optimize a common project : to increase the effectiveness of associations in hosting partners from the South, as well as to optimize logistics, human and financial resources.
To create a common space for collaboration and communication.
To benefit from the expertise of each association and thus offer more effective support to associations.
To encourage closer co-operations between association efforts and public action of France in the struggle against AIDS.
