ELSA (Ensemble Luttons contre le Sida en Afrique - Together, let’s fight AIDS in Africa) was founded in 2002
as a joint initiative from five French NGOs active in fighting the AIDS epidemic. This partnership aims at developing and co-ordinating
the support they provide to their African partners (community-based organizations providing prevention means, care and support to people living
with HIV/AIDS).
ELSA is composed of the organizations
AIDES, the French Movement for Family Planning, Sidaction, Sida Info Service and Solidarité Sida.
Almost 80 organizations in 20 African countries are part of the partners network.
ELSA is co-ordinated by a staff of 2, and directed by the Executive Committee composed of one representative of each member association.
Activities are organized through successive 3-year projects : ELSA 1 (2002-2005); ELSA 2 (2005-2008) ; ELSA 3 (2009-2011).

OBJECTIVES I ACTIVITIES I OUTCOMES
OUTCOMES OF THE FIRST 2 ELSA PROJECTS (2002-2008)
After a six-year existence, the ELSA Platform has become a common space for reflection and an efficient actor in :
- facilitating North-North, North-South and South-South exchanges,
- organizing internships and training sessions for nearly 200 African associative actors,
- organizing over 100 shipments bound for 25 African associations,
- co-ordinating 8 exploratory missions and 4 follow-up missions.
The ELSA Platform also allowed to value the African associative expertise through better visibility and access to others partners’ support.
Three external evalutations were conducted on the ELSA Platform programmes :
- in 2004 : Retrospective Evaluation by the CREDES on behalf of the Ministry for Foreign Affairs
- in 2007 : Evaluation of the process and impacts of 2006 ELSA internships, by Karine POUCHAIN-GREPINET
- in 2008 : Evaluation/strenghthening of the ELSA Platform by the Atelier de l’Evaluation (on behalf of the Ministry for Foreign Affairs)
